Lacking licensing information and how to for editing the tool source

There currently is no information on what kind or type of license this tool is
offered under, whether it's OSS-based or not.

Project home page only has link/reference to "Other Open Source" and "see
source for details". Yet there is no source to view under the (SVN) source
repository, and the tool itself doesn't have an info/link to mention the
license.

There is no wiki or how to on how to modify/extend the tool via VBA code. I was
not able to figure it out myself.

It is not clear to me (and others) whether this is really open source software
or a "freeware" but closed source software. And if it is the latter case, then
it seems inappropriate and taking advantage of Google Code, etc. to host
software that is not actually open source. You should instead host on Amazon
S3, or similar, or Dropbox, or RedHat's OpenShift for free or cheap.

Please clarify & document the intent/distribution of this software and its
licensing. Is it open source or closed source freeware.
