SoG-bloomcast - Strait of Georgia Spring Bloom Forecast

SoG-bloomcast is a an operational oceanography project to provide daily updated forecasts of the first spring phytoplankton bloom in the Strait of Georgia on the British Columbia south coast. In addition to being part of an active research program on the physics and biogeochemistry of the Salish Sea, SoG-bloomcast is intended as a demonstration of how small university research groups can use lightweight software automation to publish near-real-time model results to the web.

SoG-bloomcast uses the SOG coupled physics-biogeochemical model for deep estuaries (https://github.com/SalishSeaCast/SOG) to do its science, and publishes its results to the web at https://salishsea.eos.ubc.ca/bloomcast/spring_diatoms.

SoG-bloomcast is written in Python.

Test email functionality is broken in Python 3.12

The smtpd module was removed from the Python standard library in Python 3.12. That breaks the test email functionality (but not the email functionality of the production deployment). The aiosmtpd package appears to be an alternative that we can easily switch to.

Add sphinx-notfound-page extension to docs build

Ensures that static assets load in the event of a 404 for a better UX.
Facilitates future customization of 404 page.

• Bump .readthedocs.yaml build OS to ubuntu-22.04
• Change .readthedocs.yaml to use mambaforge-4.10 for build env
• Add "notfound.extension" to extensions list in docs/conf.py`
• Add sphinx-notfound-page to packages list in envs/environment-dev.yaml
