DUPC.cmd fails with an exception

I'm trying to build an installer with newer versions of ES and Java. But I'm having this issue, both with the unmodified version of config.cmd and after I modify for the versions/files I want to use:

It tells me it's downloading the files and lists the correct sources and destinations, but then dies with this exception: Configuration system failed to initialize

A quick search brings up various results, mostly having to do with Visual Studio, which I don't have installed. Is this a requirement?
