Make player health persistent by saving it to the database

What steps will reproduce the problem?
Players can currently lose health, log off, then log back in and have full
health. I propose that we save the player's health until they die, at which
point we reset it to full.

Implement a dynamic weather system

Usually a weather change is an admin initiated event. A dynamic weather
system should be created that changes the weather every X minutes. We could
even warn the players with an out of character message for sandstorms and
thunderstorms.

Draw text above actionable items to indicate hotkey

This addition will be a significant improvement to usability, in addition
to allowing players to double click to interact with objects, we will draw
the required hotkey above the item. This will visually reinforce our custom
control scheme.

Add double click action interface to world items

We should hook in to the onClientDoubleClick event, and use this to check
if players are double clicking items in the world. If we combine this with
custom binds for certain actions we will significantly improve usability.

Add stars under weapons to indicate skill

Should be a quick addition, and will prevent us from creating a custom GUI
just to show the player their gun skills. The system will be based on a
triple upgrade with each gun. There for your initial skill will be one
star, and your final skill will be three stars.

Allow players to emphasize locations on the map to other players.

A player should be able to open their map and a select a location, that
they can send to other players. This will simplify locational questions,
and allow players to set up meetings anywhere, without the problem of
directions.
