When two windows on the current frame are displaying the same buffer,
each window displays the same overlay number.

To re-create:

1. C-x 1

2. C-x b scratch

3. C-x 3

4. C-x o

5. M-x list-buffers

6. C-x 2

7. M-x pop-to-buffer scratch

8. M-x bupper-switch

I haven't debugged this, but what is happening is that when the frame
is displaying two windows, one with a magit status buffer and the
other with a magit commit message buffer, running bupper causes the
overlays to appear but then the command seems to abort without the
unwind-protect being performed, ie. the overlays remain in place.
