I noticed earlier that the seL4 docker wasn't able to build the manual because of missing doxygen dependencies. I believe that this is something that should be supported.

Not without major package hackery. I'm sure x11-xserver-utils
is not really needed for the manual, but there seem to be no finer-grained package sets I can pick. I could only try to install deb files directly.

I'd say put it in for now, the longer I think about this, the more I'd say the benefits win. It provides the grounds to build documentation now also as part of the build process.

It is part of the l4v container already. So yes, I'm also starting to think it's better to just include it. It's not like these containers are small anyway.
