Currently this provider makes some assumptions that it is running on linux guests. It should also work on Windows too.

(Note to self?) I think there needs to be a small update to the provisioner interface to support being used with the new Packer 1.5 HCL templates.
TODO: create a PR on the Packer repo and add this repo's url to the big json file.
Rather than (cough) hardcoding, it should dynamically pull latest TF build if unspecified in the config.
Still pending on HC-install PR4 we might be able to leverage HC-install for finding and downloading latest Terraform.
