Add vite as the bundler for this project and as the configured bundler for projects using this library

Replace jest with vitest as the test runner for this project and as the installed and configured test runner when using this library

Update workflows used in this repo and the pre-configured templated to use npm ci

Update build workflow to include updated sonar config
Create a template sonar-project.properties file
