Using mithril or lithium, you can craft a brass sleeve, then melt it to get an alloy.

Only way to process it currently is via arc furnace, and that needs the rods to use, which use this item. Heating recipe in the tfc method could suffice.

Currently it could take up to 58 crafts to get to the scheme you are looking for. In JEI there are 14 pages of 4 entries, and one with 3 that show that you use one scheme to craft the next, which crafts the next.......
Suggestion would be to remove the crafting of all the logistic pipes from the assembler, and use a couple components that are crafting in it in basic crafting table recipes.

Craft steel sleeve with manyullym, melt sleeve, get steel. Only bloomery required.

These are very simple machines and should not require and entire factory chain of more than 8 multi block structures including a precision assembler to craft. The placer is needed far earlier when you first get your excavator operational to reduce the tediousness of placing and breaking blocks manually.

We seem to have bypassed the need for all the multi block machines for IE Railroading. Track segments and trains should not be using crafting table/press recipes with basic components.
