How can we make this easier to maintain upstream?

I just bumped into this work and it's amazing! I had no idea this had been done. I've had the issue of translations in the back of my head for a while (I run a multi-lingual publishing house), but I'm aware that the way we're managing documentation in SILE right now doesn't make it easy to localize. I would like to fix that.

I've opened an upstream issue to discuss what we should do to facilitate work like this, but it would be great to hear your thoughts.

Also I've made some progress setting up an easy way to localize SILE's internals (see 665 for background and 667 for a demo of it actually working.
