looking for tests which generate consultations in various states and tests the business logic.

Review the block which is not being used yet. it should use the method helpers (no views support) and should have support for nid argument from the current page.

This issues is a flag to note that consultation module cannot go into govcms until there is a new Field Group module release. See https://github.com/simesy/consultation

Currently submissions attachments are using the public file system. What we need is:

• Submissions view is always private.
• Submissions attachments are always private.
• PublicSubmissions.php block shows submissions marked public
• There is the ability to view attachments of submissions that are public

With regards to the last point, viewing attachments in the private file system. I suspect we need a new route/service/subclass that wraps the view operation, and checks the "public submission" flag in the submission.

Definitely needs tests.

ACMA would like an option for the submission to open in a new page

When a consultation is closed the colour of the progress bar should change, this should be in line with current DOCA site (orange).

When a consultation is closed and submissions are made public (but selecting the "public submission" option in the webform submission) they are displayed below the consultation.

These submissions should be presented in a simple presentable tabular format, in the style of DOCA site.
