This is will lead to some datasets keep twitting 'not available' every day. Do we want this?

CSV instead of plain text to be able to quickly say how much has changed across the whole data portal. Something like:

CODE;ACTION;DIRECTION;DATE
535;C;I;20130707

where ACTION:
F - change in fields
S - change in strings
C - change in content (if both fields and strings didn't change, but size changed)

where DIRECTION:
I - increase
D - decrease

add only to removed

depending on dataset.description length, cut it accordingly
