After we move to boostrap 4 we should restyle the site.

I ideally want a bootstrap 4 card search which self filters using the algolia search.

1. Replace posts/index.html.erb table with cards below an algolia search - searching will refine the cards
2. Allow creating a new post as a button.

The whole site should be re-styled in boostrap 4.

We should use the bootstrap 4 gem for rails: https://github.com/twbs/bootstrap-rubygem - following the install instructions for this gem.

Additional sets:

1. Rename app/assets/stylesheets/application.css to app/assets/stylesheets/application.scss so we can import the sass
2. Update all the html and classes to the new bootstrap 4
