This is not a slack-specific issue. I think the same thing would happen with any other non-local adapter.

Your code calls sleep 10000, which pauses everything in hubot for 10 seconds. During that time no other events can run, so the msg.send cannot happen. If you change the code to use a timeout then other things can happen while you're waiting, and your script works as you want it to:

  msg.send "I will be back ..."
  setTimeout ->
    process.exit 0
  , 1000
