Add the distinction between docker and linux

Only Windows and Docker are supported.
Add function that will distinguish if the application is running on docker or on Linux.

Add issue_template to repository

Now, there is no template for how problem report and change request should look like.
Adding templates will help create new tickets.

Change name in build_docker.ps1 script

Describe the solution you'd like
build_docker.ps1 contains wynagrodzenie:latest. It should be salarycalculator:latest.

docker build --rm -f "Dockerfile" -t wynagrodzenie:latest .

Change to .NET Core 5.0

.NET Core 3.1 support will end in 2022.

Change actions to own docker_action

Describe the solution you'd like
Docker_Github_Action is currently used for publishing docker images to Docker Hub.
It needs to be changed to own docker_tag. It will tag the docker image with proper tag.
