Syntax:

• identifier should be a sequence of ALPHA / DIGIT / "-" / "."

A user might log in and may be able to both upload and approve, for example.

It currently shows only the actions ("new" or "approve"), without providing information on which license the action refers to.

When the "publisher" role (see #10) wants to publish the licenses, a suitable artifact should be generated.

The user with this role will have access to perform another task: "publish" the list of approved licenses.

It will essentially generate an artifact (format to be defined) for them to download.

When displaying the "Draft License List" of licenses to be approved, also show the timestamp of when each one was submitted (created), so that approver can start working from the earliest one.

When an approver has a number of licenses to review, provide an export button for them to download and go through them in their own preferred way.

Creating a .zip file with texts of the licenses is the easiest, and is probably enough,

No need to log in with any user credentials for that.

When uploading a new license, if the user provides both:

• text in the license text box; and
• uploads a file that contains license text

an error should be generated.
