Usage Instructions Don't Work (for me) about ntia-conformance-checker

@jspeed-meyers It works for me :-) Looks like it is a system setup problem with path settings which can't find the installed module.

I installed in a python virtual machine as follows:

mkdir ntia-test
python -m venv ntia-test
cd ntia-test
source bin/activate
pip install ntia-conformance-checker
ntia-checker --help

I have also installed it outside a Python virtual module - on my system the module gets installed in /usr/local/bin which is on my PATH.
