Currently we copy all the files if the URL starts with file:/. It's supposed to be an optimization. IIRC it's completely foobar on Windows if you don't do something like that, but we'll have to find a workaround
JGit can use a local file system repo as a real repo (cloning it and not just doing a file copy) but then you have to use SSH to authenticate, which is a pain to configure.
