エイリアスに引数を渡せない

結論

以下のように、alias をつくるときは prm=%* も入れてください

[terraform]
rawbin=D:\bin1\terraform\bin\terraform.exe %*
alias=tf
prm=%*

alias=tf

使ってみると

$ terraform plan

$ tf plan
