Naval Propulsion dataset from UCI has two targets and the first target appears to be used more frequently, e.g. here. However, the second target is currently used in Alpaca. I propose to make the first target default in build_dataset

Seems it should be https://alpaca-ml.readthedocs.io/en/latest/index.html, not https://alpaca3.readthedocs.io/en/latest/index.html
