Publish version 1.0.0 and lock down versions

Apparently meow got new version released, which removed all dependencies it had. Which broke things on this end - the read-pkg-up (and who knows what else) is no longer installed. This is why need to release new version where all the versions are locked down.

Fix library not working when included from .mts/.mjs file

Currently the library doesn't work when included from .mts/.mjs files. This is because the import/export string literals in ESM .js files do not have file name in them.

Package root should be directory where package.json is, not a path to package.json

Make `isApplicable` check to be able to perform asynchronous activities

Currently isApplicable is bound to be synchronous. However, there are usecases when this should be asynchronous.

Currently PromptModule of inquirer package can not be customized. This should be fixed - also make the default prompt module such that it throws an error in non-tty enviroments instead of silently exiting with code 0.
