because both buildout.dumprequirements and buildout.dumppickedversions monkeypatch the same functions they don't work together.

either find a way to make them play nice or duplicate the functionality... or contribute to buildout.dumppickedversions and make it support requirements.txt

using bin/buildout :

pips complains the same.
I think your project needs a Manifest.in file !

Some packages may not need to be in requirements.txt (most notably most buildout related packages).
Provide a list of default packages to ignore.
