The bundler's config file under the docker cache directory on Jenkins slaves is owned by root. Doesn't appear to be an issue unless a job uses --without when bundle installing, which then tries to write to the config...

If a CI job runs npm install (as some of ours do), the resulting cache of node_modules will be blown away on every run, as it is in the volatile workspace directory.

I believe we should be able to fix this by telling npm to store things elsewhere, like in /cache/node_modules for example.
