Galactic Search camera filters about infiniterecharge

1. Create new Pipeline that uses standard contour thresholding and filtering operations. We will tune these to detect balls on the field.
2. Pipeline will return a new TargetData type that will return bounding box, center x, y and contour area for all detected balls.
3. Contour area is normalized: contour area / frame area.
