Memory leak in TF2.4

Using TensorFlow 2.4.0 results in a memory leak where CPU/RAM memory usage increases linearly with CPU usage.
This issue is also reported here: tensorflow/tensorflow#32052

We should therefore do two things:

1. Build in a check in the CI which checks for memory usage with epochs, to know for future updates
2. Downgrade to TensorFlow 2.2.0 and Tensorflow-io 0.14.0

Not able to pip install

Hi @Svdvoort ,

I am not able to install prognosais using:
pip install prognosais==0.2.7
and keep getting this error:
ERROR: Could not find a version that satisfies the requirement prognosais==0.2.7 (from versions: none) ERROR: No matching distribution found for prognosais==0.2.7

Can you please help?
