Case 16-CommandsWithResponses.fsx

Thank you very much for the very useful collection of techniques!

In certain scenarios, I found it useful to compose a program as a sequence
(IEnumerable) of commands with optional responses via ref objects. "For fun
and profit", I applied this to Turtle and created a new case 16. It is derived from
the case 9 and resolves one of its mentioned disadvantages.

The working example gist is here.

It's not like I am suggesting to add this. Your collection is complete enough.
