Too many is_connected() calls on connect

One DBI->connect call currently results in 4 is_connected() checks:

$ perl -MAspect -E 'use DBD::Safe; my $before = before { say "is_connected" } call "DBD::Safe::db::is_connected"; DBI->connect("DBI:Safe:", undef, undef, { dbi_connect_args => [...] })'
is_connected
is_connected
is_connected
is_connected

I think this is too much.
(Actually, there are no reasons for ->connect to call ping at all).
