remove MW comments file

Hey guys - can you remove that file and those comments in subsequent versions of the code. The purpose of that file was really just notes for myself and for initial discussions with the team as we got started on implementing changes to the code. The comments were not something i expected to carry forward into subsequent versions of the code.

Fix timeout issues on Travis for getURL

Travis builds are failing for tbeptools and this repo, traced back to this line:

It's a timeout issue for RCurl::getURL() when trying to connect to the TBEP FTP.

I tried some workarounds by increasing the timeout option in getURL:

I also tried wrapping the call in a while loop, which then loops indefinitely until Travis fails after it's own time out of ten minutes:
