Create a builder class for docker compose file

Describe the bug
On creating a bundle of dockit-core, the application throws error on calling develop command
To Reproduce
Run following commands:
npm install
npm run build:dockit
node dist/dockit.js develop
Expected behavior
Should have created the development container

Make DevCommand to run with user and usergroup inside the container same as the host
Create debian build of dockit for uploading to APT repo
Add css loader for importing css in React component
