Add section about the config

add a section about the config

• syntax of a config file
• how a config file is loaded
• how to create a new config

The last one might be bit too big / advanced, but thought I'd put it up there as it is a scenario that will happen on some point.

Write documentation on using validation

Documentation should be written on how to use validation in Tempest. This should include some code examples.

Document available validation rules

Each validation rule should have a section in the documentation showing some examples and what parameters they support.
