You get the "No candidate version available for lib32bz2-1.0" error when applying this on Ubuntu 16.04.

I think this is because lib32bz2-1.0 only exists on Trusty. I believe the package was renamed to libbz2-1.0:i386 on Xenial.

However, this tries to install the following regardless of platform_version:

package 'Install ARM GCC Embedded Dependencies' do
  case node[:platform]
  when 'redhat', 'centos', 'debian'
  when 'ubuntu'
    package_name 'lib32z1'
    package_name 'lib32ncurses5'
    package_name 'lib32bz2-1.0'
  end
end
