Allow issues to be excluded in publishing

Every now and then, like today, someone does some maintenance on an issue that causes it to show up in the minutes' report. It'd be nice to have checkmarks that allow items to be deselected from publication

Sign in on backlog looses query

1. Be signed out
2. Open a query for Roslyn issues
3. Sign in

Expected

Query is remembered and Roslyn is selected

Actual

Query is forgotten, BCL is selected.

AI broke Schedule page

As unauthenticated person, I go to Request page and nothing happens. (Actually Yellow Blazor Bar appears). In the console log

I was manage to authenticate and press Request again, with same effect. After some time page start working magically.
