I'd like to have a look at this before migrating production traffic over to our Cloud infrastructure. I don't know exactly what runJobs.php manages right now, so I'm not comfortable ruling it non-critical.

runJobs.php is hard to implement because it requires a full Mediawiki pod, including Cloud SQL proxy as a sidecar container.

It's not straightforward to represent that purely as a Kubernetes cronjob, see kubernetes/kubernetes#25908

We may not need it as an explicit cron, however. We have $wgRunRate set to 0.01 – so maybe it'll keep on top of itself?

I'll look into that tomorrow before writing it off as a non-concern for production switch over.
