Add action to just run the rust tests

As today, the viewBox setting is commented out, I do not really know what that means and what could be a sensible value for it, so any help to figured it out is welcome, in any case things seems to work okish even without it.

Will be cool to have an API, that instead require to return rgb colours but just a number for example between 1 and 10, of each number will be associated a pre configured colour.

It should be possible to support wasm in this crate, and definitely it would be useful to run this in the browser, the only worry is if the deps do not support it.

Now there is a year tile line for a specific year, but would be cool to do a year to date tile line.
