The last report from the commission abandons the idea of meeting points. Players should just communicate their version of a merged map when they have one and than just ride towards the other player.
The other player should try to do the same, if it is not able to merge his map with the one from his partner, it can chose to use the merged proposal his partner has sent to him.
Eventually both players will end up riding towards each other and come together.

If I'm getting this right, team partners won't be exchanging any tactical information at all? They just share their maze and their position with each other?

Not according to what has been concluded in the last commission meeting. It
won't be a problem if the protocol supports more communiation like tactics,
but teams are not obliged to use them.
But they can always come in handy when a part of your implementation gets
stuck or when you really want to win the game.
