Participant datasets are result of the execution of the particular Tool ("participant").
I suppose (!) that each tool execution is done over some "input" Dataset.
This way the "participant" Dataset is the Tool's execution output.

The above says that out dataset is a result of the execution of the PerMedCoE:tool1 with "dataset_id" input.

It is hardly imaginable that some tool has no any inputs...
