We'll need to see if they're being used and react accordingly, adding them to methods and making assertions early.

For example, an interface method like this:

String doSomething(@Nonnull String inputOne, @Nullable String inputTwo);

Should generate a Hystrix Command constructor that looks something like:

public MyServiceDoSomethingCommand(@Nonnull MyService delegate, @Nonnull String inputOne, @Nullable String inputTwo) {
    //call to super and set delegate
    this.arg_inputOne = Objects.requireNonNull(inputOne);
    this.arg_inputTwo = inputTwo;
}

We should also probably scan the package to see if it's annotated with @ParametersNonnullByDefault or @ParametersNullableByDefault.
