Need to support STUN protocol send/receive message to learn our NATed address

Executable should:

1. Listen dedicated udp port (selected by client in command line)
2. Quit on command quit typed in command line
3. Print incoming udp packet (with information about sender)
4. Accept send <ip> <port> <message> command and send udp packet to specified endpoint

Need to write presence server is able to accept client messages about their NATed addresses and respond another clients who is online at that time. The protocol and storage structure are the subjects for discussions.
The issue could be broken-down into smaller ones.

Need to find public STUN server or build our own (consider library).
