Validate the date instead of counting current year

totalCount=$(grep -o $currentYear $historyFile | wc -l ) counts lines ending with $currentYear.
This should not be the intended behavior.

Current Behavior:
Counts line endings with 2020

Expected behavior:
Read line by line, validate for a date. Count if within min-max year/month/day set in env.

Allow to choose between counting all entries or counting entries within current year

This would replace currentYear=2020

1. Get current year date +"%Y" if count current year only is active.
2. Read history line by line
3. Validate for the date
4. Count if it is date (and within the currentYear if that's the chosen option)
