Add bin directory for togglu cli

Toggl API returns 410 Gone

The old Toggl API endpoint should be replaced by the new API Toggl Track endpoint api.track.toggl.com.
Extend togglu with the days-worked subcommand
Add the subcommand days-worked to togglu.
This should display the number of days worked during a period defined by --since and -until.
Extend togglu with the tags subcommand
Add the tags subcommand to togglu.
This should display the list of tags with their identifier.
