Setting pluginPage in the configuration doesn't do anything except in the case a page with uid 10 exists.

As described in T3Terminal the TYPO3 Repository Client API/CLI should be used to implement that feature in the "Publish"-Action of the extension.

This way of the others described in T3Terminal seems to be the best aof all for this use case.

Also dropping support for PHP 7.0

Version 3.1 provides support for TYPOIII 9-11 and PHP 7.3 to 8.1.
From perspektive TYPOIII v11 it still incorporetes legacy and deprecated code.
PHP 7.3 is not supported by TYPOIII as well.

The next version of Timezones extension should focus on TYPOIII v11 and hence should drop support for TYPOIII v9 & 10 and PHP 7.3. Additionally all deprecations should be removed from the code.
