sefara-dump --transform fails due to refactoring (tries to call resource.transform)

allow sefara files to include other files

The path specified should be taken to be relative to the current file.

Sphinx path weirdness

If we install sefara as pip install . instead of pip install -e ., then Sphinx errors with an ImportError.

make relative includes work even when loading over a URL

If I load a collection over a URL, and it includes other files, those files should be taken to be relative to the original URL.

Add a tags property to ResourceCollection

Instead of manually checking tags of a dataset (e.g. rc[0].tags) I want a ResourceCollection.tags property which takes the union of all the tags associated with all the contained datasets.
