The panel in the "Active tool and workspace settings" is missing until the "UI Panel Default Closed" options is checked or unchecked.

Notes:
It does not matter if the options is checked or not, pressing it will make the panel appear until the next Blender restart.

I can use Install Pillow in Window but when I try this button in Linux, my blender crash!

I attempted to use the Addon, trying 2.83.14, 2.93, 3.0.0 and got the same message.

as the title says, Alt+Spacebar shortcut doesn't show popup brush menu in Grease pencil mode.
Even if I change the shortcut to another input, or even if I change/remove the default Alt+Spacebar assign to "play in reverse".
Hope this report will help.
