Make the Top Bar in organizations, users, and repositories look old

This probably wont be done for a long long time, and wont be of any use to anyone who isn't

1. A Hubber (Employee) with a user promoted to Site Admin or a hubber using a lab environment or running the source code on their computer

Or 2. A GitHub Enterprise Server Administrator

To make /stafftools look Lickable i'll need to spin up the latest GitHub Enterprise appliance and use that as my reference for /stafftools

Note: Im not going to make /devtools look Lickable because i don't think anyone who works for GitHub will actually use this, while i can (because you can get to /devtools on Github Enterprise Server if you modify it) its not really worth it. (if someone at GitHub actually uses this, let me know and i'll make /devtools look lickable)
