GitHub action for publishing a package

Setup

To set up publishing for a package repository add the following to ./github/workflows/publish.yml:

    tags:

action-publish's Issues

Improve error messages

The action is always successful even when the response from the server is not 200. Add appropriate error messages and reject the run when the server does not publish the package.
