Support for PR merge bump ?

Hi !

I love the idea of the boomper bot but personally it doesn't apply to the way I use versionning and I don't use releases ๐Ÿ˜„

But as a feature request, that might be useful for some other people too, is to bump the minor/major/fix version based on a tag on a PR merge ?

For example, On a Python project, I would personally have a init.py containing a version number, and maybe have it written in the README. When the PR is opened, I can add a label that tells boomper to update what part of the version (major/minor etc...) and then once the PR is merged it'll be done

PS: I really don't want to sound rude or anything hey, it's really just an idea I had while looking at your doc ! I am certain boomper will prove useful to a lot of people ! (Actually now that I think about it it should be useful for me on https://github.com/seluj78/potodo/ if I can find a way to have a smart integration with pypi.org)

Boomper should support adding [skip ci] to its commit message

We don't want to invoke a CI build every time Boomper bumps a version in our README. Including [skip ci] in the commit message would let these commits skip the unnecessary build.

It'd be nice to have this configurable in case there was a need to do CI build (although I can't think of a good use case).
