Topos have modified substrate to add dependencies to private code. It is feched by cargo and it needs

$ cat ~/.cargo/config 
[net]
git-fetch-with-cli = true

and an access token.

Update docker image to include configuration, and use $GITHUB_TOKEN provided when CI jobs are executed.

Update .github action to store images with a date-tag and master-latest
