Does this work with the new Heroku CLI?

It seems like the Heroku CLI switched to Node recently and requires plugins to be released as NPM packages. When I try to follow the install instructions, I get an error. Does this plugin support the new CLI?

Can't install heroku-binstubs

I just tried to install after using the brew method of installing heroku toolbelt.

I get an error like this:
