Remove 'check label' checklist from default PR template

Since wise-github-bot seems to be required on all repos in the org anyways, could we update the default PR template to match the one defined in wise-github-bot?

I find the checkbox in this one to be repeating itself since the bot will check for the label anyway, and I would hate to define a custom PR template in our repo anyway?
