[Bug]: yarn build fails with Cannot redeclare block-scoped variable 'foo'

Describe the bug

Running yarn build on main throws following error:

src/__testfixtures__/basic.input.ts:1:7 - error TS2451: Cannot redeclare block-scoped variable 'foo'.

1 const foo = 123;
        ~~~

  src/__testfixtures__/basic.output.ts:1:7
    1 const foo = 123;
            ~~~
    'foo' was also declared here.
